Chief Operating Officer

Maronya Moultrie joined IMRI in 2009 and currently serves as the company’s Chief Operating Officer. She has the daily oversight management of proposal development, contracts management, human resources and talent acquisition, customer relationship management, contract delivery, and quality assurance. Mrs. Moultrie holds her Juris Doctorate from the University of Chicago Law School and her Bachelor of Arts from the University of California at Santa Barbara.

Mrs. Moultrie works closely with IMRI’s business development team and field program managers to coordinate and conduct the sales of high-level IT solutions and services within the federal government. She is also responsible for program management oversight for the successful delivery of billable engagements of products and services. Other responsibilities include directing and executing the delivery, development, integration, implementation, and overall management of programs assigned in accordance with internal and external established processes.

Prior to her role as Chief Operating Officer, Mrs. Moultrie served as Senior Vice President in IMRI’s Washington, DC office. In this role, Mrs. Scharf had the responsibility of expanding the relationship of IMRI with US Federal Agencies and increasing revenues. By working across the business development lifecycle – identifying, researching, analyzing customer needs, proposing solutions, and initiating the procurement process – Mrs. Moultrie successfully brought new business opportunities directly supporting the growth strategy of IMRI for the Federal Division in the National Capital Region.

Mrs. Moultrie is a practicing attorney admitted to practice in New York and Washington, DC. Prior to joining IMRI, Mrs. Moultrie practiced labor and employment law in New York City at Morgan, Lewis & Bockius LLP. Morgan Lewis is a global full-service law firm with 28 offices in North America, Europe, Asia, and the Middle East. Clients include three-quarters of the Fortune 100 companies, including all of the Top 10, 15 of the Top 20, and 268 Fortune 500 clients. While at Morgan Lewis, Mrs. Moultrie represented employers in individual, class, and collective action litigation, and in administrative agency actions concerning federal, state, and city labor and employment laws; provided counseling on compensation policies, employment contracts and new hire documentation, disciplinary actions, and corporate policies and procedures; and drafted legal pleadings, memoranda, and dispositive motions.
