Ms. Moultrie joined IMRI in 2009 and currently serves as IMRI’s President, Chief Operating Officer, and General Counsel where she leads enterprise strategy, operations, and governance, with full accountability for organizational performance, growth, and execution across federal and commercial markets.
Ms. Moultrie operates at the intersection of strategy, operations, and risk, overseeing multi-million-dollar contract portfolios in complex, highly regulated, and high-security environments. She directs corporate governance, enterprise risk management, and cybersecurity programs, including oversight of frameworks aligned with NIST and Cybersecurity Maturity Model Certification (CMMC) requirements, reinforcing strong compliance and operational discipline across the organization.
Over the course of her tenure, Ms. Moultrie has overseen more than $175 million in contract awards and played a central role in strengthening the company’s market position. She previously served as Senior Vice President of Business Development, where she led the federal growth strategy in the National Capital Region, expanded the company’s footprint across key agencies, and built strategic partnerships that drove significant revenue growth and long-term market access.
Earlier in her career, Ms. Moultrie served as an attorney at Morgan, Lewis & Bockius LLP in New York, where she advised Fortune 100 companies on complex labor and employment matters, including class and collective action litigation and regulatory proceedings.
Ms. Moultrie is a Trustee of Chapman University, serves on the Board of Directors of the Boys & Girls Club of Capistrano Valley, and is a member of the OC United Way Women’s Philanthropy Fund
Ms. Moultrie holds a Juris Doctor from the University of Chicago Law School and a Bachelor of Arts from the University of California, Santa Barbara. She is admitted to practice law in New York, Washington, DC, and California (Registered In-House Counsel).
